These bundles group only incidents already cleared for the public reviewed surface. They help discovery and distribution while keeping every card honest about whether the underlying evidence is image-backed, geolocated, or aftermath-only.
Bundle rules
- No bundle invents new incidents or upgrades the claim strength of any page inside it.
- Evidence posture travels with the incident, even when grouped into a collection.
- Discovery stays downstream of review and public-safe packaging.
